2013 MN GIS/LIS Board of Directors Elections

The Minnesota GIS/LIS Consortium holds an annual election of new Board of Directors for the following calendar year. The Board of Directors shall consist of fourteen (14) individuals.   Most Board positions are 2-year commitments, with the terms of the positions staggered to aid continuity between boards.  The Chair-Elect position is part of a 3-year term serving one year in each of the following positions: Chair-Elect, Chair, and Past Chair.

The terms of Treasurer, State Government Representative, and Private Sector expire at the end of this year, and a new Director will be elected to serve for two years for each of these positions. In addition, each year we elect a Fall Conference Chair-Elect. The person who serves in this position spends the year assisting with the planning of the conference (learning how to plan the conference), and the following year moves to the Conference Chair Position.

Adam Snegosky, Washington County 
Adam has been working as a GIS Analyst in the Washington County GIS Support Unit for the past twelve years.  They provide custom GIS mapping, analysis and applications for numerous County departments, as well as handling map and data request from local citizens and businesses. Adam has previously served as the Local Government Representative on the MN GIS/LIS board, and has been an active member of the Conference Planning Committee. As Chair he looks forward to continuing to work with the Board to provide members the high quality of educational and networking opportunities that the Consortium has become known for.

Kyle Chester, Xcel Energy

Kyle Chester is an experienced, certified, GIS professional, whose interests include the broad spectrum of GIS activities. Kyle has been employed as a Geospatial Analyst at Xcel Energy since 2008. In this role, he primarily conducts spatial analysis and develops communication tools to assist in the development of new electric transmission lines. Additionally, he serves in a project management role for new systems development and evaluation. 
Kyle’s involvement with the Consortium dates back to 2006 when he presented his first poster at the MN GIS/LIS annual conference. Since this time, Kyle has continued to present at this conference, as well as, numerous national conferences, and has served as a guest speaker.
Kyle holds degrees from the University of Minnesota – MGIS, and Gustavus Adolphus College – BA Geography; and, more recently, is a candidate for the University of Minnesota Master of Science in Management of Technology degree, class of 2013. Kyle has served as president and vice president of various student organizations, which organized events attracting attendees and speakers from across the region. Kyle looks forward to serving the MN GIS/LIS community through continuing the Consortium’s tradition of strong financial stability and excellent events.  
Conference Chair-Elect
Kitty Hurley, Hennepin County
Kitty is a GIS & All-Hazards Coordinator for Hennepin County Emergency Management for a cumulative period of 2 ½ years. She holds certifications as a GISP and Emergency Manager in the state of Minnesota with over four years of professional experience in the GIS industry. She has experience working with GIS in the natural resources, transportation and emergency management fields. Kitty initiated the Minnesota GIS Regional User Group at the 2011 ESRI User Conference that started with less than twenty attendees which expanded to over fifty attendees at the 2012 conference. She is also a member of the MnGeo Emergency Preparedness Committee, HAZUS-MH Users Group, Minnesota Infragard, Minnesota All-Hazards Incident Management Team and Metropolitan Emergency Managers Association. Kitty received her Bachelor of Arts degrees in Geography and Individualized Studies from Gustavus Adolphus College in 2007 and her Master of Science degree in Geographic Information Science from Saint Mary’s University of Minnesota in 2009. She hopes to serve the members of the MN GIS/LIS community as the Conference Chair-Elect position in 2013 and would like to thank you for your time and consideration.


State Government
Bart Richardson, Minnesota Department of Natural Resources

Bart Richardson is dedicated to broadening the reach and use of GIS throughout the state. Bart is the primary author of the Minnesota Land Cover Classification System, and has been involved in many influential landscape scale ecological and habitat analysis projects. He is currently the GIS project manager of the DNR’s new Land Records System and is the project manager of a web-based database for the Metro Conservation Corridor partnership.  Additionally, he was the project manager of the creation of a joint Forestry and Trail & Waterways centralized trail and road database.  He is the state representative on the statewide Digital Cadastral Data Committee and is a member of the MetroGIS Technical Advisory Team. Bart is an active participant in the GIS/LIS conferences, presenting numerous papers and posters throughout the years. His special interest has been in promoting the use of GIS for conservation and protection through professional collaboration. One of Bart’s goals is to create a Minnesota chapter of the Society for Conservation GIS. Bart received his BA from the University of Connecticut in 1985 and his Masters of Landscape Architecture from the University of Minnesota in 1992, and has worked for the DNR since 1991.


Private Sector

Jennifer Ward, Pro-West & Associates

Jennifer began her GIS career with the Chippewa National Forest in Northern Minnesota.  For the past 17 years Jennifer has worked as a GIS Consultant with Pro-West & Associates. She became a certified GISP in 2009. Jennifer’s focus is GIS consulting with City, County and State agencies throughout Minnesota.  She strives to strengthen communication within and between the agencies, and assist in GIS collaboration efforts.  She is familiar with the GIS concerns of the private sector and understands how the private sector integrates with GIS overall in Minnesota. Jennifer has been actively involved with the MN GIS/LIS Community for over a decade conducting presentations, and workshops in both lecture and hands-on format.  As a private sector representative to the Consortium Board, she would promote private sector participation in Consortium functions. 

John Wirries, KLJ

John Wirries is a Civil Engineer working with KLJ in Moorhead, MN. He holds a Professional Engineer registration in North Dakota and a Certified Floodplain Manager designation from the Association of State Floodplain Managers. He has worked in Geographic Information Systems for over ten years including serving as the GIS Coordinator at Moore Engineering in West Fargo. John is active in the Pine to Prairie GIS user group in Fergus Falls, MN and has attended many MN GIS/LIS Consortium functions, including serving in roles as speaker and moderator at the annual conference. John has been an advocate of expanding the use of GIS in small communities including presentations with the MN Rural Water Association.
