The Survey Division of Taxpayer Services maintains the parcel Geographic Information System (GIS) for Hennepin County.
The Senior Engineering Technician will perform coordinate geometry functions to maintain street centerlines, and address points with their appropriate attribution. This person will also maintain existing automation functions and create new automation functions using GIS scripting language and programming tools.
This position is located at the Hennepin County Government Center in downtown Minneapolis and will consist primarily of office work; no field work is involved.
The primary duties and responsibilities of this position include:
- Perform standard and complex computer application functions using GIS software to create and maintain, and create work products.
- Create and provide maps, data and other information in response to public and private requests.
- Provide solutions to complex mapping/database issues through use of GIS scripting and programming.
- Perform quality assurance and quality control of boundary lines and tax parcel database.
- Work with Survey Division teams to generate an automated working environment using existing or new software systems.
- Research addresses to populate into centerline and geocoded points.
- Compute or import current or historic plats, Registered Land Surveys, MnDot or County Highway plats or right-of-way maps, CIC plats, railroad boundaries, water boundaries , and various types of meets and bounds descriptions using ArcGis software, into an SQL SDE database.
- Research and analyze current and future ESRI GIS software releases to determine performance and compatibility issues and solutions.
- Research land title information using County resources for legal descriptions of properties which mainly consists of warranty deeds, roadway easements or openings, road vacations, Certificates of Title, or boundary related documents.
- Document processes and create metadata.
Best Qualified Candidates will have:
One of the following:
o Five or more years of experience in technical non-professional highway, land survey, geographic information systems application, or related engineering work
o Four years of experience in technical non-professional highway, land survey, geographic information systems application, or related engineering work plus completion of an approved highway/civil engineering technology program
o Four years of experience in technical non-professional highway or land survey, geographic information systems application, or related engineering work plus at least 30 college quarter credits in mathematics, geography, GIS, computer science or engineering-related technical courses may be substituted for one year of the required experience.
- Experience with SQL SDE environment for vector and raster data.
- Knowledge of ESRI software programs and the ability to utilize these programs in performing routine and complex functions of mapping and GIS.
- Previous experience with ESRI software functionality, including process modeling (model builder) and python scripting.
- Knowledge of the public land survey system; and of public records research relating to property.
- Knowledge of ESRI ArcPy(V10), and ArcObjects.
- Experience in the use of VB.Net and VBA with application to ArcGIS and ArcGis ETL processes.
- Knowledge of math functions including algebra, geometry and trigonometry; and the ability to apply math functions to survey and mapping solutions.
- Ability to read and interpret legal descriptions and document processes and procedures.

Position Summary:
The Information System Specialist is an AmeriCorps member position stationed at the Minnesota Department of Natural Resources (DNR) within the Division of Parks and Trails. This position will support the Parks and Trails IS staff in providing information system support to accomplish the division’s goals and initiatives.
Assist in the Enterprise Information System Development by:
I. Quality check and updating of divisional data
II. Documentation development
III. Data maintenance
IV. Building of metadata
V. Development of reports
VI. Data conversions
VII. Digitizing spatial data
VIII. Data sets analysis
Minimum Qualifications:
- AmeriCorps Conservation Corps members must be 18-25 years old as defined under the American Conservation and Youth Service Corps Act.
- Desire and ability to work hard in an indoor/outdoor setting for a minimum of 40 hrs/week.
- Display a positive attitude, interest in community service and desire to make a difference.
- Able to input/update/modify/analyze basic data, must be detail and quality oriented, and understand spatial data formats. Working experience with general database practices, database structure, and spatial database format (Geodatabases).
Preferred Qualifications:
- College coursework and professional experience using relational databases and ArcGIS 9X and above.

NOTE: The primary focus of this position is on organizational and policy issues related to sharing GIS data and applications rather than technical.
The Metropolitan Council operates the regional transit system; collects and treats the region's wastewater; serves communities through affordable housing programs; establishes policies for the region's growth; and addresses the region's needs for transportation, aviation, water resources, and parks and open space.
The MetroGIS Coordinator coordinates and manages a wide range of functions and activities for MetroGIS. MetroGIS is a Council sponsored initiative/organization whose goal is to institutionalize sharing of accurate and reliable geospatial data and information so that MetroGIS’s government and non-government stakeholder community can share in the efficiencies of users being able to effortlessly obtain spatial data and applications needed from others, in the form needed, and when it is needed. This positionwill be responsible forfacilitating and managing the process to define a shared vision, strategic objectives, guiding principles, core competencies, key strategies, and organizational performance measures.
Education and Experience:
--Bachelor's degree in urban planning, public administration, geography, GIS or other related discipline.
--A minimum of five (5) years of experience including staffing public decision-making bodies; applying GIS to support government operations; and managing projects.
