2010 Census Local Update of Census Addresses Program Update

In late January 2007, the Census Bureau began mailing the Local Update of Census Addresses program (LUCA) letters to every tribal, state, county, city, and township government in Minnesota. These letters formally announce the upcoming LUCA program and request the governments to update an enclosed Contact Information Update Form.

In spring 2007, the Census Bureau, in cooperation with the Minnesota State Demographic Center, will be hosting a series of promotional workshops throughout the state. Upon completion of the workshop, the participants will be able to:

  • Describe the LUCA purpose, importance, and schedule
  • Describe the LUCA participation options
  • Describe the Confidentiality and Security requirements
  • Describe the participation responsibilities
  • Determine the best participation option for their jurisdiction

Attendance at these workshops is optional but will provide the participant with the knowledge to begin preparing for the LUCA program and help them to complete the LUCA registration forms scheduled to be mailed out in July 2007.

Note: The Local Update of Census Addresses program, also known as LUCA, is a voluntary decennial census geographic partnership program that will allow the U.S. Census Bureau to benefit from local knowledge in developing its Master Address File for the 2010 Census and yearly ongoing household surveys. Tribal, state, and local governments can contribute to a complete enumeration of their community by reviewing and commenting on the list of housing units and group quarters addresses that the Census Bureau will use to deliver questionnaires within their community.

Spring 2007

Promotional Workshops held in cooperation with the State Demographic Center.

July 2007

LUCA invitation letters and registration materials mailed to the highest elected official and other contacts of each government.

July 2007 to January 2008

Invited governments register for LUCA and the Census Bureau ships the LUCA review materials to each participating government.

August 2007 to March 2008

LUCA participants review and update the address list and return their comments to the Census Bureau's Regional Office.

April 2008 to October 2008

Census Bureau reviews the participant's LUCA submission and updates the Master Address File and the TIGER geographic database.

November 2008 to May 2009

Census Bureau prepares for and conducts the Address Canvassing Operation using GPS equipped hand-held computers.

June 2009 to October 2009

Census Bureau ships feedback materials to the LUCA participants showing how we processed each government's LUCA submissions.

September 2009 to December 2009

LUCA participants review their LUCA feedback and have the opportunity to appeal the results to the LUCA Appeals Office.

September 2009 to January 2010

LUCA Appeals Office reviews and adjudicates the appeals.
